    Policymaking in the 21st Century

    The success of state government, progress of national economies and happiness of societies depends heavily on the capacity of its public officials to develop successful policies. In education, health, justice or town planning, sound policies are key to a successful state. Modern policy making is not reactive and focused around fixing old problems. It’s rather future oriented, combining compelling societal needs with future trends, in order to create new realities.

    Public policy making has a dynamic nature and a complicated life cycle. It is an evolutionary process, from agenda setting, policy making, policy implementation up to policy evaluation and update.
    In this certification program, we follow an academically grounded and practice oriented approach to equip senior officials with advanced policy making knowledge and skills.

    In collaboration with leading experts worldwide, the Global e-Policy and e-Government Institute (GEPEGI) at SKKU University and the Korean Association for Policy Studies (KAPS), Tadafur Academy has designed this unique “Government & Policy Making” certification program in order to meet the compelling needs of government institutions in the digital era.

    Our “Government & Policy Making” program consists of the following certification levels:

    Level 1 – Government Policy design
    In this course, participants are introduced to the policy agenda setting, the theory of policy making, the different models of policy design and case studies. The trainees will learn about the criteria, methods and the process of policy making. They will be introduced to various policy making models, such as rational model, satisficing model, incremental model, optimal model, mixed-scanning model, garbage can model, and Allison model, along with the practical policy case discussions.
    Furthermore, participants will learn how to align compelling society needs, environment challenges and future trends to craft a future oriented policy.
    Upon the successful completion of this course, the trainees will be “Certified Executive in Policy Design”.

    Level 2 – Government Policy implementation
    Policy implementation is the step to concretize and execute the planned and chosen policy. The best policy can fail if not implemented properly. This course introduces senior public officials to the theories of policy implementation such as top-down model, bottom-up model, and the integration model. The participants will learn how policy implementation is executed in addition to the success and failure factors of policy implementation.
    Practical policy case studies will be examined to gain insights about the success and failure factors of policy implementation.
    Upon the successful completion of this course, the participants will be “Certified Executive in Policy Implementation”.

    Level 3 – Government Policy evaluation
    How can we prove that a public policy has succeeded or failed? What are the consequences and measures to be taken after a policy implementation has been accomplished?
    This module introduces senior public officials into policy evaluation and change. Participants will learn types, stages and methodologies of policy evaluation. Proper policy case studies will be evaluated as a practical approach to understanding the policy theories. Participants will also learn about policy innovation, maintenance, succession and termination. They will be introduced to the different models of policy change and the correlation among policy change types.
    Upon the successful completion of this course, the trainees will be “Certified Executives in Policy Implementation”.
